Having served East Harlem for 15 years both abroad and in East Harlem, he played a central role in advancing local hiring initiatives, affordable housing development and environmental and health policies. Through Xavier's leadership, many of the board’s positions have become either policy positions of our City and State or become legislative outcomes to the benefit of New Yorkers – especially East Harlemites.<h4>You can ascend when all rungs are in the ladder!</h4>Put the rungs back in the ladder. During his life, Xavier has seen both sides of the coin and knows that in order to rise, one must have secure housing, a foundational education and training for a bright future and the inner grit to drive forward. Xavier cares deeply about affordable housing and NYCHA (public housing). His father grew up in the Mill Brook Houses; raised by a single mother who sewed cloth diapers for a living in the Garment District. From an early age, Xavier knew that installing the rungs back in the ladder would be integral to the community's generational upward mobility. His work with affordable housing initiatives such as Sendero Verde, MIH during the 2017 Rezoning and the CORENET Affordable Housing Forum just begin to scratch the surface.Educating our youth to see their true potential extends beyond a standard college degree. With the decline in the trades, there is ample opportunity for our youth to learn about the mechanical sciences, which re-enforce S.T.E.A.M. classes in school today. Today's youth can be tomorrow's card holding members who can afford to raise their children in the same neighborhood they grew up in.Caring Communities means Safer Streets. It is time to bring about a Renaissance 2.0 for our slice of Manhattan. That requires safer communities where children may grow and thrive. Albany has the opportunity to create an atmosphere that other neighborhoods benefit from by completing the work of criminal justice reform. That starts with leaders that our parents and grandparents raised us to be; leaders that the next generation aspire to be.

Don't Subdue Symptoms; Cure the Cause. From the days of Robert Moses to the gradual disinvestment in Upper Manhattan, the 68th District is often first to feel the impact of policy positions from City Hall, Albany and D.C. and it's up to our representatives to be responsive when those policies fail. Xavier generates results!

Righting the Wrongs of Robert Moses

Regardless of socio-economics, public safety remains one of the top concerns for New Yorkers everywhere. Xavier has built relationships across all levels of government to bring sensible reform for our community's safety.Xavier's Results for the 68th District:<ul><li>Create better community relations between stakeholders and the 23rd, 25th Precincts and PSA5.</li><li>Called for and supported balanced legislation to foster criminal justice reforms that create a safer environment for our families.</li><li>Worked with the willing elected representatives to propose immediate actionable steps at the district level, including the 125th Street Corridor.</li><li>Collaborated with stakeholders, legislators and agencies for common sense legislative changes.</li></ul> Xavier’s Commitments in the Assembly:<ul><li>Invest in community policing and programming that fosters healthy community relations.</li><li>Advocate for funding to the family courts so that diversionary programs may be implemented to protect our youth.</li><li>Advocate for criminal justice reform that brings directed, informed and essential balance to the judiciary process and hold people accountable for their actions.</li><li>Advocate for reforms that allow us to stop larger organized crime rings that are the catalyst for fentanyl epidemic.</li><li>Implement science backed programs that stop the drug-crime cycles.</li></ul>

Public Safety

Xavier knows first hand what the experience is like to need assistance but also sees the value to contribute to that system. His own father was raised in the Mill Brook Houses by single mother who sowed diapers for a living in the garment district. Without the housing rungs being put back in the ladder, it's a gargantuan leap for the next generation. Couple that with inflation, the challenge doubles.Xavier's Results for the 68th District:<ul><li>As the Housing Chair of Community Board 11, he worked with the city agencies and officials during the 2017 Rezoning to create deeper affordability, including "Mandatory Inclusionary Housing."</li><li>Worked with the Community Board 11 to create deeper affordable economic bands with the Sendero Verde project - currently <a target="_blank" rel="noopener noreferrer nofollow" href="https://housingconnect.nyc.gov/PublicWeb/details/4290">accepting applications now</a>.</li><li>Pushed NYCHA to further invest in repairs during the budgetary process.</li><li>Removed the curtain on affordable housing development by providing the CORENET NYC Community Board 11 Forum to demonstrate how affordable housing is and should be funded.</li></ul>Xavier's Commitments in the Assembly:<ul><li>Create new zoning policies that remove barriers to housing.</li><li>Create Version 2.0 of 421-a so that mixed income housing may be built and preserved for the community.</li><li>Push for Zoning changes that would allow communities that are currently capped to develop more housing.</li><li>Create relief programs for our seniors/retirees who may not be able to afford the recent draconian property tax increases.</li><li>Push for investment in the NYCHA portfolio so that "offline units" may be brought back into service for our families.</li></ul>

From the Tech Bubble to the Housing Bubble and now languishing effects of Covid-19, New Yorkers and Americans are struggling to stay in their homes, provide medical care and even put food on the table." -Xavier

Affordability

Xavier's background in business brings a pragmatic approach to governance. He has mentored numerous people in an industry that lacked diversity for generations. The 68th District has incredible human capital with our youth who can do more now than ever.Xavier's Results for the 68th District:<ul><li>As part of the leadership of Community Board 11, he worked to create the first local hiring initiative at East River Plaza with Costco, Target and other merchants.</li><li>Continuing the collaborative trend, he launched the Get Connected East Harlem Job Fair that saw more constituents find permanent gainful employment at multiple levels.</li><li>Advocated for internship opportunities at local businesses, including banks and national brands.</li><li>Served on the Upper Manhattan Empowerment Zone and lobbied for small businesses and arts programs that participated in local hiring programs.</li></ul>Xavier's Commitments in the Assembly:<ul><li>Push for a loan repayment program for those qualifying employees who work in under-served communities.</li><li>Invest in vocational job training programs for the trades such as plumbing, electrical, carpentry and mechanical.</li><li>Create the J.O.B.S. initiative. Stay tuned to learn more about this exciting apprenticeship program.</li><li>Advance investment in transportation alternatives such as ferry service at the 107th Street Pier once the Esplanade work is completed.</li></ul>

Economic Opportunity

The failure to predict leads to catastrophe. The current crisis in healthcare didn't happen overnight. It will take nothing less than a strategic approach to bring equitable healthcare for all New Yorkers.Xavier's Results for the 68th District:<ul><li>During his time as Vice-Chair of Community Board 11, he led a resolution calling for a moratorium for NO new additional drug treatment centers.</li><li>Called for accountability of OnPoint NYC and and DOHMH (Dept. of Health and Mental Hygiene) with the placement of the OPC (Overdose Prevention Center).</li><li>Passed letters of support for the last state budget with medicare/medicaid reimbursement.</li><li>Created better relationships between healthcare providers and the constituency.</li><li>Pushed for accountability using data driven metrics with treatment facilities.</li></ul>Xavier's Commitments in the Assembly:<ul><li>Author legislation that creates paid family leave, universal childcare so that the family unit may be preserved during the earliest days of a child's life.</li><li>Push for legislation that will discontinue programs that are unsuccessful with the treatment of narcotics patients.</li><li>Push for legislation that stops discrimination of medicare/medicaid recipients.</li><li>Push for legislation that restricts the placement of drug treatment facilities near schools and houses of worship. </li><li>Push for funding of new long term mental health facilities with proven track records for reintegration.</li></ul>

<h2>Equity of Opportunity</h2>No stranger to challenges: Prior to breaking barriers in the entertainment industry, he worked in computer science educating children with American Computer Experience. After the downsizing from the tech bubble in 2001, he returned to school and eventually transitioned to the entertainment industry as a producer – the brains behind the art. A proud alum of Bowdoin College, Columbia University and A.A.D.A., he continues to advance initiatives for all disadvantaged communities. He mentored and hired more individuals from the BIPOC communities prior to it being an en vogue policy initiative across multiple industries (now known as DEI).

Major Coalition Endorsement...

After reviewing the candidates, members of the Jim Owles Liberal Democratic Club endorsed Xavier A. Santiago's campaign for the 68th Assembly seat. Once again proving Xavier' strength at coalition building and uniting all members of the community in an inclusive fashion. Xavier stated after receiving the news, "We can only bring change when we are united by a common goal."

Santiago was proud to receive this endorsement from the men and women who keep our city and state going in the right direction.
